The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades. PowerBuilder? Oracle? PL/SQL coding? Report design and creation ? Microsoft Office. In addition, the applicant must have a working knowledge of computer software and networking systems and exhibit excellent analytical ability. The individual must have strong written and verbal communication skills, good interpersonal skills and the ability to gain an understanding of complicated systems and issues in a variety of program areas quickly. The candidate must be capable of managing sensitive data with tact, integrity, and responsibility. Additional experience in the following technologies is preferred, but not required:? Cognos? OBIEE? Duties Description The Office of Information Technology Services (ITS) is seeking an Information Technology Specialist 3 (Programming), SG 23, to join an established application developer team. The successful candidate for this position will be required to perform technical analysis, application design and programming, and related support activities for the New York State Division of the Budget (DOB). The candidate will be expect to:? Work with a team of application developers who are responsible for maintaining and enhancing our existing business application systems, including but not limited to the Integrated Budgeting System and DOB’s Business Intelligence (BI) reporting applications;? Work as a programmer on a variety of system development tasks and projects; and ? Work with and report to the manager of Applications Services and/or a technical lead programmer on all ongoing work.The person appointed to this position will be expected to work closely with other programmers as well as other ITS staff and DOB business analysts as part of an application development team and will be called upon to perform a wide variety of tasks. Illustrative duties include, but are not limited to, the following:? Design, code, test, and implement Integrated Budgeting System related tasks in PowerBuilder and other business application projects or tasks;? Design, code, test, and implement business intelligence reports in Cognos and/or OBIEE;? Design, code, test, and implement database structures in Oracle to support business applications and business intelligence reporting;? Code and test ad-hoc PL/SQL code as needed;? Identify, analyze, debug, and resolve complex coding and/or data related issues;? Participate in requirements gathering and the identification of appropriate technical solutions and approaches; ? Prepare functional and technical specifications as needed;? Develop and implement unit and system test plans as needed;? Develop timeframes around critical dates to ensure timely completion of tasks and projects;? Participate in the development and review of business application system standards, policies, and procedures for DOB and ITS. Additional Comments Some positions may require Fingerprinting.
